A small town at the foothills of the beautiful Cascade Mountains

Does any unit on the board count as a contesting unit? Sorry, I searched and couldn't find it anywhere defined in the book.

The reason I ask is because I had a immobilized Wave Serpent (with no functioning weapons) next to the objective - does that contest? Under the new rules, I guess yes, but not sure if I missed something.

'Contesting unit' is a definition that simply doesn't exist in the rules, which is why you couldn't find it.

You have 'Scoring Units'... which can control an objective.
Any unit can 'contest' the objective... You control an objective if you have a scoring unit within 3" and no enemy units within the same distance.

So yes, your immobilised vehicle is still a unit, and therefore must be removed if your opponent wants to claim the objective.
