With assault on black reach coming out I'll be making a Space Marine army (Dark Angels) and I'm debating what to do with the terminators. I've been thinking about ether converting them into assault terminators and running them with a terminator chaplain or keeping them shooty and going with a librarian. I thought I'd post the question here and get some advice from some veteran players.

Well, in the 4th ed, my answer would have been keeping them shooty and going with a Librarian. Moreover, the DA spells are a bit meh.
But in the 5th ed, you need to occupy and contest objectives and objectives are often chosen in 4+ cover. Therefore, you need forces that are able to take on troops in cover and so I opt for Assault Termies led by a Chaplain.

Since you plan on playing DA, keep them as they are and buy some real assault termies. You are gonna end up collecting alot of termies if you play DA. Welcome to the addiction.

Both options are viable. Assault terminators are getting a new breath of life in the new edition since they are really tough, low ap weapons are becomming more rare, and land raiders (which you can assault out of) have become much more viable. That being said, normal terminators are still decent but they are a bit pricy and still die to massed small arms fire.
