Well, Cult Marines are better than normal CSM.
I'd take 3 NM squads, one with sonic blasters and one in a Rhino with power weapon, doom siren, and one shooty squad with blastmaster. Each CSM squad should be led by an AC with power fist.

if i did that, then what should i kill off/replace?

I'd take for replacement the footslogging CSM squad and one Rhino squad.
