All that can't really change is the amount of obliterators - meaning it can't go up, I don't have anymore. The price of that havoc squad makes me vomit, but I need more firepower at this point level and I'm not really going to get it from more troops.
The other 2 rhinos I'm iffy on too. I almost feel that I've included them just because I feel like I should. The thought of having the blastmaster squads safely encased in rhinos able to shoot out the top and immune to small arms fire sounds nice, and if the tanks get shaken I can hop out and shoot something at reduced effectiveness. I've come to not depend on blastmaster fire, but on the occasions that someone gets stuck in a tight formation and I roll that hit, it's been devastating. Scare factor, too.
The noisemarines number 8 so the sorcerors can both fit in the rhino with them. Either using the rhino as a shield and lashing important enemy units away detached from the squad or lashing them into tight formation for the doomsiren/into assault range for the noisemarines, the additional I6 power weapon attacks is also nice.
Other ideas for the 35 points:
Familiar and Warp Time on one of the sorcerors, and a meltabomb somewhere - A sorceror fighting with Warp Time is actually pretty good, and outshines a lord with lightning claws pretty well.
Drop the Havoc champion's combi-weapon and add 3 marines somewhere.
Or....
Drop the landraider's extra armour and convert one of the 10 man CSM squads into another variant with melta, flamer, AC with Powerfist [215 total, or 220 if I make it 2 meltaguns and scrounge 5 points somewhere] and ride in one of the rhinos to help assist the noisemarines and terminators.
Anyway, aside from "add more obliterators hur hur" How can I improve this? Namely, what else could I do with the points spent on the Havocs, either to give more firepower or to beef up the assault?

Convert all the CSM to NM with sonic blasters.
Drop the rhinos and the LR EA.
I'd personally add another LR off the termies, and stick a meltagun havoc squad inside it with the sorcerors along for the ride.
Run the termies up behind it.
An icon wouldn't hurt on someone riding along in the LR, so you can zap down termies or oblits as you want to.
It's a very very bad list overall, and you said don't bring more oblits so...that's the best I can manage.

land raider should have daemonic possession, and definately NOT EA. EA = okay, you roll a 1, 2, 3, 4, i can't shoot, more, immobilized or gun taken off, daemonic possession = 5 more points(!) and on a 1, 2, 3, 4 NOTHING HAPPENS. sure you're at BS3, but you have twin linked everything! it's a far better idea, having your transport shoot as well as move. otherwise... i'm not going to comment so much. noise marines are far better than any CSM, and can have far better guns. i'll side with stelek on this one. convert to NM, as I did my CSM to PM. another land raider couldn't hurt, and I might suggest terminator sorcerors, just for some added survivability.

Don't the additional bodies count for something though, in the regular CSM versus NM weigh-in? A noisemarine with sonic blaster costs almost as much as 2 chaos marines, gets only 1 shot more at 24" standing still, and if the enemy's close actually loses out.
I think maybe in a squad to squad comparison it might be nice, but for the whole army? I think they do lots of damage but peter out faster.

If you just run NM as anti-infantry, and run the oblits as your anti-tank...and lash sorcs/dp's as your utility, you will find it's a terrifying army.
Chaos is, IMO, all about being able to move and fire. That's what these guys do.
Think of every NM squad as a heavy bolter dev squad that can move and fire. Everyone is gonna be in range of you, ya know. So you move up, fire 2 turns at max, then start falling back and firing.
It's annoying as all hell.
I'd skip on the champs myself.
Especially on foot troops, you'll never get that siren off.
Drop the rhinos, and the icons off the NM squads. Bring another large squad of NM with sonic blasters. Remember IC's can jump around and their squad doesn't count as moving, so you can lash and fire.
Since you are light on anti-tank fire, I think every NM squad should be identical--6 w/SB, 1 w/BM. You really need to playtest to see how hard it is for you to kill vehicle hordes without 9 oblits.
If you buy the LR for the termies as a transport choice, and split the havocs into two units with missile launchers instead of lascannons, you'll lose a little bit of AT fire but you'll gain two more templates a turn.
Templates in large numbers are crippling. Just my 2.

Should have points to toss in a rhino on a squad and or upgrade the Landraider some more. Best option might be to buy the mty rhino and run it next to the landraider to give it hull down from LOS of the enemy weapon.
Tactics, unknow because I dont know what you will see at your store.
If I did I would use the 2x Oblit squads plus the LR to back up the CSM units as far as punching power. Noise marines and Termies support with the dbl lash keeping units and moving units away so that you can remove threats.
