I am looking for a WFB that excels in rank-in-file troops. It is something I want to do as a side project and I dont want anything overpowered just a nice balanced army that is all about core troops.

Comparing tournament records is another form of e-peen measuring.

It seems like Empire will be your friend then.

They're like the IG of WHFB, weedy but you get lots of them and together they can do nasty stuff.

The basic Empire list has 6 different types of infantry troops, 3 types of missile troops, 3 different cavalry choices (+ another sub-variant) and 5 different warmachine variants.

They're humans so T3 all around except for characters.

They're rather cheap to field though so you can get good solid blocks of infantry.

Now the best part is that the Empire (and only the Empire) get the nifty detachment system. The 4 regular types of infantry can take up to two sub-units of foot troops (cc or missile) that can perform al kinds of nifty things. Like countercharging or support charging, or shooting at an enemy charging the main unit. They use the Ld of the main unit and one of their best features that nobody gives a damn if they die. No Panic tests whatsoever from these guys.

All in all though, Empire infantry breaks enemy troops by static combat result (number of ranks, outnumbering, flanking bonusses, waving a rag around) not by actually killing a lot of enemies.
If you want an infantry army that can actually kill enemies in CC I'd recommend:

Dwarves (slow though, very defensive minded)
Lizardmen (Saurus may be sub-obtimal but the can be dangerous in CC

Who knows, maybe the new Hordes of Chaos book will actually make Chaos Warriors viable again and they could be an option.

Hope this helps!

Only two armies do "infantry" well.

Vampire Counts

-or-

Skaven

Past that, you're not going to see a whole heck of a lot of blocks of troops on the table that are actually effective.
