normally you are allowed to measure before moving models.

does this hold true that you can measure before you decide weather or not to attempt a tank shock or ram?

or do you have to commit to that without any form of measurement?

Under the couch

No, you can't measure before declaring a Tank Shock. Tank Shock is performed instead of normal movement, and its rules specify exactly how and when to measure for it.
