In the rule book it states that AP- weapons can only score glancing hits. Does this include close combat attacks that do not ignore armour? And does it mean that power weapons (including lightning claws etc), can score penetrating hits?

Close combat weapons are not classified as 'AP -' and therefore do not suffer from the rule associated with it.

No, they couldn't.
' AP -' is a defined characteristic that some weapons have.
Close combat weapons do not have ' AP -' in their profile and are therefore not ' AP -' weapons.

only ranged weapons have an AP value. if you can find a CC weapon with an AP value ill give you a cookie.
