I'm seeing a repeated theme in most imperial armies, especially space marines, that sees inclusion of Psychic Hoods or Eldar with Runes of Warding. These things are often inserted purely for the prevention of lash of submission use by chaos armies.
Knowing this, how should chaos players respond? Just buy the lashes anyway, hoping some get through, and try to take out that character as soon as possible or should we allow them to have wasted points on expensive characters [not really in the case of the eldar] and use other HQs?

Well, from experience. In GT heat 1 I played an Eldar force with RoWard. In all 5 games (Chaos x4, SM x1), I had two psychers against me. One player casted warptime once in the game when his DP charged one of my Serpents. One player casted FotA once in the game, but it was useless against my mech force.

I've been seing alot of that stuff too, but it mainly depends on your metagame....it's kinda like playing magic, calculate the math on what you think you're gonna play against......then if the percentages are favorable to only see lots of runes/psychic hoods/abilities that nulify or makes your powers harder then I'd say not to take them but in reality it's 3 rounds.....space marines are popular as well as eldar but I'd bet against playing both in a 3 round tourney.......odds are kinda like this in my opinion
1 round of marines either chaos or those of the emporer
1 round of orks/crons/nids/something else
1 round of eldar/imp guard/something else
This is based on the percentages that both types of Marines are prolly gonna make up 40-45 percent of the field with orks, imp guard, crons, and eldar next then all the rest.........
just my .02 but I'm only gonna take one DP with Lash instead of 2!

I'm just faced with:
1) take 2, to make sure I can get some through?
2) take 1, and make the gamble that it won't be completely useless?
3) take none, let them have wasted points on anti-psyker stuff, and use the other characters for what they're best at.

Actually I bring anti-psychic defense because GW has made psykers in almost all armies that have them excellent to use.
The most popular uses are not the most devious ones.

#2 Ive only had one game where the Lash has had any affect and even then that wasnt a big deal (an apoc game) every other time my opponent has just wasted his points. However if you know for a fact that you will be facing 2 or more hoard armies they are good, if your not sure Id take one at least nid/ork hoards are still popular and I usually see at least 2 ork/1 nid hoard army in every RTT I go to.
