Ok, so taking the advice from my last army-list (thanks Polonius), here is my updated and maybe final army list for Ard Boyz:

Thanks to Belial and Sammael I have some pretty powerful scoring units in the form of the 3 Termie squads (one with Apothecary!) and a fast moving scoring unit(s) in the Ravenwing. I can have up to 10 units scoring thanks to the combat squads rule and have some heavy armor in 2 cheap Preds, the Ven Dread, and Sammael's Speeder. I am a little light on Anti-tank, but I hope the fast moving RW meltas will help in that department.
What do you think? Anything you think I should change or re-arrange?

Playing at these high points I have been looking down upon vehicles recently despite my long history using them. With that in mind, give a look at adding another dev squad that you can combat squad instead of the vehicles. I like the ven dreads toughness, but I have found more stability with infantry. How about an outflanking scout squad? Very sexy in a Dark Angel list.

Ok, so I had my first game with this list tonight. Played against a 3 Monolith Necron army. Did ok, my dice were out to get me. 9 wounds on one terminator squad and 4 died! Bikes assaulted a 20 man squad with Lord, won the combat, then rolled a one for the sweeping advance initiative roll off.
Had the game ended on turn 5 I would have won on objevtives. Turn 6 would have been a draw. Game ended on Turn 7. :(
Still, the army did well with a little more luck it would have swung my way.

I hate to be the bearer of bad news but,you dont honestly expect DA to be competitive do you? Maybe depending on where you play your first round you might win, but after that, youll be facing real armies. DA's are over priced and under powered, Id run them as a successor chapter and just use the regular marine codex and then after sept. if you move on re-do the list with the new marine codex.

gob smaka, when it comes to objective games DA know how to win, they have the speed to take them on thier last turn, just need to keep up enough supporting fire.
i know this might sound stupid, but try taking a basic speeder.
keep it hidden untill the games nearly over, then launch it into the middle of the board, ok thats 50 pts or so gone, but its funny how much shooting it will attract away from your scoring units.
and even though they know its a waste of time, i guarentee it will get shot at

Well, I play with arguably some of the best in so. cal the one or 2 people I know that still play DA and run very good lists do so for fun only. So as I stated to others have fun with your list, you may win where you play but dont bother showing up with a DA list to any serious competitions. You will just go away embarrassed, DA can be fun to play but thats it. Right now there is only one competitive chapter and thats Blood angels and even they have a tough time at it. Granted you have a good DA build and its most likely the best you can do with DA's (Ive seen this list, its very popular, everytime Ive seen it played the Da's are done by turn 4, the only tie Ive seen is against a deamon army and that was because the game ended on turn 5) All Im saying is that you may do well, but you wont go any further than your store.

After seeing your list im thinking the dice gods hated that you made such a list. To think that you did not remove all three mono on the first turn let alone the game with seven turns? Granted I had my first 5th game a month ago and boy did my dice just blow chuncks. It also did not help that the other player was getting cover saves that he should of not gotten! Well it was just a learning game so I dont count them.
If your building a list off some game called mathhammer then your building a list for the wrong game. Price is not the key to winning a game its the model behind it. With the new codex standard marines are going to cost just as much let along the change up for the gear and squads.

DGS: I am only interested in the first round. The second round I'll be on my honeymoon so I don't really care how I do. I plan on using the new SM book when it comes out, but I also want to see how far I can get with an "underpowered" codex.
If I really wanted to win, I would take my Dark Eldar, but I don't have enough to get to 2500 points with them yet.
Tarval: I destroyed one Monolith and glanced the hell out of them the rest of the game. Melta-guns don't get their bonus versus Liths so there goes most of my anti-armor firepower.
JD: I plan on using my Attack Bike for that. It's a non-vehicle troop model so it actually is a scoring unit for me and can move 24".

Vehicle heavy, lots of Dakka but still pretty light on AT. Also, not a whole lot of bodies, but have some tough squads. Also, what do you think of the TH/SS on Belial? I have also thought of switching the Assault cannon on the Dread for a Plasma Cannon, any thoughts?

This is a good list. I would buff up a couple of Tac Squads a bit to make them 10 men so that you could have 2 scoreing units for the price of one.
Maybe you should drop the Dev sqaud and maybe take some speeders with multi meltas. Lacannons have lost some of there luster with 5th and the multi melta is better with the the adding plus 1 to the chart. If you drop the Dev Squad you could make Two tac squads 10 men each with a lascannons. Then add a Multi melta speeder in there and have enought points left over to upgrade your other dreadnought to venerable.
Just my thoughts.

That's not a bad idea, but don't want to take the Landspeeder. Drop the Dev squad and upgrade all the 5 man units to 10 man, give 2 Lascannons and the third a Missile Launcher. I lose a ML but gain 5 dudes and 3 more scoring units (and fewer kill points).
Any thoughts on the weapon choices for Belial?

Well if you want more Dakka Dakka. I would drop the two Apothecaries and give my two terminator squads assault cannon. It is not as good as it used to be but you don't have to be up in someones face to use it. With the assault cannon you can work your way to the enemy and fire as you go.
For Belial I would run the Sword of Secrets and Storm bolter. It is not as good as the lighting claw combination but if you make your terminators more shooty then it should work better for you. You would get at least 2 or 3 turn of shoots of before he would have to be in close combat.

Ard Boyz = Shooty Wars.
You are not building an army to face that.
You've taken what looks like a basic list and just added to it.
Belial should be LC if ya ask me.
Non-venerable dreads will just be blown away. Run vens, you can and so you should.
Heavy flamers on death wing termies at this points level is a special weapon you'll never use.
5 man tactical squads should have meltaguns or flamers. Nothing else.
5 man tactical squads should not have powerfists.
Why you are bringing anti-infantry preds when you need anti-tank preds...is beyond me.
It feels like a typical mixed DA list that's confused on what it wants to do.
Are you mech? Mobile? Deathwing? Shooty?
Hybrid lists almost always fail.
