I haven't played in the new addition yet, in fact I don't own the new empire dex - but (before I go run out and buy things) can someone enlighten me if the Empire has got any better in dealing with fear/panic.

Nope. The Empire still suffers heavily from psychology based effects, and you'll probably spend a good amount of time trying to minimize them on your army.

The Icon of Magnus will make one unit immune to Fear, while Warrior Priests can make themselves and their unit Unbreakable w/ prayers. For big spenders, the Imperial Banner gives Psych rerolls around itself, so if you're really worried about blowing rolls, that's the banner to take.

Other then the usual "stay by the General" type benefits, you can also roll w/ Flagellants, Steam Tanks and the War Alter, all of which don't care about Psychology.

It's just going to be one of things you have to plan to deal with though.

if you have the points add a warrior preist to all your state troops. that will help stiffen your battle line. if you can't afford lots of warrior preists just keep your general behind your army so they can use his leadership.
