Where is a good place to buy citadel paints? I live to far from a GW store and refuse to pay $7 shipping on thier online store.

You can buy from the Warstore. of course, I wouldn't buy a paint at a time, rather save up for a larger purchase. At the current price of gas, that's what you're paying to drive down to the local store anyways

try pp or vallejo as well. the vallejo (European) has very dense pigment, usually cheaper than GW per pot and has more in it to begin with. PP (Privateer Press) has also a good pigment density and should be more easily available over there

I second Bubber's opinion. Vallejo are generally the same paints as GW but cost a little less.
P3 paints are just plain awesome.
There's no way around paying for postage, so long as you want Citidel paints, or one of these others. It is possible to paint very well using the $1.00 craft Acrylics you can get a Micheal's. Also, India Inks work just as well as most inks and washes, you just have to thin some of the colors out a little more (also available at craft stores).

Reaper paints are high quality and come in groups of three (triads) to give you a shadow, midtone, and highlight. Vallejos are always excellent too.
