Noone knows, it has never been cast, and has not been definitely illustrated.

Going by the scales, the Imperator is of the same generation as the Mk1 'Beetleback' Warlord, the Mk 2 Warlord and old (Armorcast) Reaver and Warhound.

An Imperator is about twice the height of a Beetleback, and thus should stand about 4' tall on the gaming table, possiblty a little more.

As for the Warmonger, the only thing we actually really know about it other than the name is that it had a reactor power of d6+2 rather than 2d6, and that it was smaller than the Imperator.

Assuming that is is halfway between a Warlord and an Imperator it should stand about 3' tall on the gaming table. How big that is in ground scale is up to you, the fluff and artwork for Titans is very inconsistent.
