alright, say if i wanted to run an army like this:

Cantor
Shrike
3 squads of sternguard vets in pods
3 squads of vanguard vets (deep strike -> assault)
then fill in points with tac squads in pods

question is, do i get fleet as per shrike AND have my sternguard count as scoring as per cantor? dont have the codex infront of me.. i figure this would be a cheesy build if you could incorporate enough anti tank (meltas in the tac/stern squads, fists/bombs in the vanguard squads)

cantor would go with a unit of vanguard without jump packs that come down in a pod. shrike drops in with the other vets, fleets and assault close to cantor to get the attack bonus. gross ammount of dead orks and the vets can do enough damage to tough units as well.

But, I'm curious when other think this is made? List creation, begining of game, begining of deployment? It doesn't specify a time to apply it.

No.

Each special character that has a Chapter Tactics ability - you can only select one of them. In this case Shrike's Chapter Tactics gives the army Fleet, Cantor's gives them Stubborn and Hold the Line (this is what makes Sternguard scoring). You have to pick one.

If no time is mentioned, then upon Deployment would be the standard answer.

I would say any point in time before a model is officially "placed" on the table

Of course, don't expect to be able to choose freely between each game in a tournament. I can easily see a tournament organizer ruling that you must use one or the other for the entire tourny.
