I am about to paint a Marine Librarian. Most of the ones I have seen are ultra marine blue whether they are ultra marines or not. Is there something about Marine Librarians being blue all the time like chaplains are black all the time?

blue is thier general colour, usually with chapter icons on a shoulder pad.

ive allways painted mine chapter colours though, hate smurf colours

Those are the codex astartes/insignium astartes colors. It has been debated for some time as to why this is but those colors are official fluff.

You are, of course, free to do whatever you like.

I usually only paint one arm in Librarian Blue, leaving the rest the chapter color.

i would do the opposite of alpharius, paint the armour blue, and the left arm in the chapter colour...

Some chapters have different scheme's. Salamanders only paint the right arm and head/helmet blue. The pic in IA also shows a blue tabard. There's a number of other chapter specifc schemes for specialists (eg apothecaries, techmarines, etc).
