is this in any way legal? i epic fail finding it in the rule book, and if there is someone who found it, it would be nice.

can, for example, tau fire warriors "shoot under" a devilfish? or dire avengers "shoot under" their wave serpent?

If you can draw line of sight to an enemy model then you can shoot it.

If that is possible under a skimmer model then you can do so.

As always, if the target models are partially obscured by the intervening cover/model then yes.
