this one is a big abstract and ambiguous since it isnt spelled out

I take a trukk, pass the terrain roll and roll up into a ruin.

I get my disembark of 2".. but is that measured from the base of the vehicle? usually its from the doors or its assumed on things like tau skimmers.

if not it seems a perfectly valid tactic to be able to disembark 2" in any direction from the vehicle, which would include the floor above

According to the BGB, all measurements are to the hull (body) of a vehicle. So, as long as you're within 2" of the HULL, I don't see a problem.

could be a pretty huge advantage if the objectives are on the 2nd or 3rd level of a ruin.

especially if you can place your transport in such a way that they cannot go up the levels without destroying it because of the 1" rule
