The question is Abaddon viable at 1500 and 1750 pts, he's hard as nails but he needs some form of transport to get him into combat - which is either deepstriking (unreliable) or an LR (expensive)?

No.
You can't spend that much on one character, not at 1500.
Even at 1750, it would have to be a very specific army build to allow it.

I'd say no at 1500. On foot he'll never do anything as any opponent with half a brain will just avoid him. DS gives you the potential of him dying without lifting a finger and giving him a LR has just used 1/3 of your points on 2 models.
1750 he's a maybe, higher than that a very good choice.

Well I like to stick him in a land raider with nine normal marines with no upgrades. They are basically there as extra wounds.
Sometimes I use him on foot. He is surprisingly good against Necrons in around 750 points.

My buddy thought he was worth it.
In a 1000 point game.
It was 2v2, Chaos and Guard vs Marines and Tau (me).
The Chaos guy had 19 models, including Abbadon and a Greater Daemon. Abbadon was deployed at the back of his deployment zone, and so was the GD. The GD finally moved up, only to be shot out of the sky, and Abbadon moved up twice and did NOTHING.
Needless to say, The Greater Good prevailed that day.
Back OT...
No character worth that many points is even close to viable in a 1500 or even 1750 point game.

No. Abaddon is not that good. In smaller games I'd take a winged DP. And even in larger games, two winged DPs are too good to be left out. However, at 2500 pts, DPs seem to get shot down early in the game.

Abbadon is good, but not in games this small. He is better off in games of 2000 points or more.

Abaddon is viable in 1500, if you like him enough.
But if you take him you have to design the build around him and the question of how you will ensure he gets into battle.
And you will have to accept that if he is not able to get into sufficient CC you will lose alot of the time, cos his points won't be used to effect.
One option is to deep strike him in with a few terminator friends and combi-weapons.
Because the army will be very Abaddon dependent I wouldn't expect it to be very competitive.
But when he gets a chance to actualy crumple things, it should be a fun build!
