If you have to take a Difficult Terrain test when you charge then you go down to I1. Jet Bikes don't take Difficult Terrain tests, so would they need grenades ever?
apparently not however keep in mind you will have to make dangerous terrain test

The assault rules state that if charging models have to take either a difficult or dangerous terrain test then they count as moving through cover.
So yes, a Jetbike that assaults a model in cover is going to have to take a dangerous terrain test and therefore will strike at I1 unless they have offensive grenades.
