I'm debating right now whether I take the DH Inq Lord with a psychic hood and mystical retinue (83 pts) or a Librarian for a 5e Marines list.

Inq. Lord pros: "Old school" psychic hood, mystics for anti-deep strike fun, 17 points to spare
cons: not an IC (yet), nearly worthless in combat

Librarian pros: Is a marine (Hurr), choice of 2 useful powers
cons: craptastic new hoodie

Basically boils down to what is more favorable: increased psychic defences +17 points, or combat utility.

I welcome any thoughts on the matter.

Depends on who you play. I took a Rune Priest with a Runic Staff (psychic hood) to a tourney and played Tau, Tau, Eldar w/ Autarch and M-Ra for HQs.

If you're playing competitive tournies, the Inq is probably better for you.

If you're like me, and generally are in the middle tier of a competitive tourney, 1) it matters less so take what you want and 2) you're less likely to face an opponent with psychics.
