Do reserves arrive, then attempts to rally falling back units and then normal movement? Or do you do rally attempts first, then reserves arrive on the board and then movement?

If units are falling back then they take a regroup test before they move. Pass, you regroup. Fail, continue to fall back.

You start rolling for reserves at the start of the movement phase before any units are moved. Once you've determined which units are showing up, then one by one you pick a unit and move it onto the board. Once all of the arriving units have moved, including deep striking units, then you can move the units on the table.

Regrpup/fall back has no set time in the movement phase. It happens when it is that units 'turn' to move, you decide when that is.
