was looking for some advice for this list because I have been saving up some money and before I buy anything I wanted to make sure my list was in pretty good shape so I don't purchase anything useless.
I call them the 14th Ardanian 'Shadow Corps'

I'd drop the power sword, drop the honorifica, and use your HQ command as a hidden mortar and leadership bubble.
Troop command squad doesn't need iron discipline - they're gonna drop and die.
Not sure about flamers on the conscipts - might be better just to use the 'run' rule every turn and let them run for objectives without hindrance.
Russes might benefit more from smoke launchers than extra armour.
Finally, you're seriously low on anti-tank. Best solution at 1000 points, I'd say, would be to drop an infantry squad, and add a storm trooper squad armed with infiltrate, 5 meltabombs and 2 meltaguns. That way they can either outflank, or deepstrike, to open up some hurt on enemy armour. Failing that, make your drop command squad a meltagun one, and rely on your battlecannons and infantry to take out troops.

Never been a fan of the conscripts, myself. The commisar is a nice addition (assuming that he's the independent type, otherwise he belongs in the command squad) to it, though the power weapon at 1k pts is a bit unnecessary. Truthfully, I think you'd get more bang from another platoon of infantry for around the same cost, and if a squad gets in close combat it's not lights out for the whole crew.
I'm a proponent of using heroic senior officer with a commisar, a master vox and a mortar crew in the HQ at that point level, and voxing up your men to give everyone a leadership 9 (and keep the support units close to an office's bubble).
For junior officer squad, I like to put a JO and four flamers in a chimera and open up the back hatch by some infantry. Four templates makes for a good investment.
At that point level, I prefer to use some outflanking sentinels instead of the second russ.
Also, right now there is some question if the bolter sponsons on the Russ are worth their points, as you cannot shoot the sponsons and the battle cannon in the same round. They do come in handy if you lose the battle cannon though.

sure its fine if friendly is what you are going for. however the cameleon may turn out to be a waste with all the cover ignoring things that marines have out there now.

I think your list is ok for 1000 pnts. If I were to make one change, It would be to remove the Indi-Commissar. The model itself ends up at what... 56 points? Looking in the codex, I'd go ahead and just use Commissar Gaunt (80 pnts). you pay an extra 25 points for fearless, extra strength and a whole bunch of other good stuff. His abilities suit your needs pretty well. If you can manage the points, I'd recommend him.

I prefer meltaguns in my command squads and plasmas in my line squads, so i change those 4 plasma guns in the 1st platoon command squad to meltas, drop the inde commisar and the conscripts and instead get some fire support squads in there.
Also are the command platoons 4 guardsmen gonna have lasguns and the standard, or are they gonna upgrade weapons there as well?
