I'll preface this by stating I don't have the codex yet myself, though I've read parts of it, and know a vast chunk of what's in it, but not all.
I've been thinking on the new codex and how to best represent my custom chapter I run. A brief rundown on the fluff is that there are not many full fledged space marines in the chapter currently (damn eldar scum). A decent sized chunk of my fighting forces are trainees, while the marines tend to operate in small elite units. Previously I used Salamanders rules, with 6 man units led by vets, packing twin specials and riding in razorbacks. Along side them I ran several units of Inquisitorial Stormtroopers to represent the guys we were training.
With the new book, I'm taking a good look at Pedro and his Crimson Fists rules for a basis. My general thoughts are him as the leader, couple units of Sternguard, possibly Combat Squaded, and my Troops requirements being fulfilled by Scouts. I find it interesting because it advances the story of my Chapter, with the marines being uber elite from all they've been thru, and the humans having been vetted and thinned down to the best of em and implanted as the next generation.
Think one could build a nice army around such a base line for units? What kind of stuff would you take?

Well, if your troops choices are going to be primarily SM scouts and Inq. storm troopers, you will be best served with Kantor accompanied by 30 sternguard. There are several ways to run the sternguard, drop pod seems to be working for me right now. Playing them aggressively in your opponents face is effective as a lethal first strike. You could play a more defensive posture with combat squads and razorbacks, either way, I would use sniper rifles and camo cloaks on the scouts for range and cover. Telion would be fluffy for your training vision.
Kantor
Sternguard 3x10 w/ combi-melta x5
Drop pod w/ deathwind launchers
Inq. Storm troopers 2x10 w/ plasmguns x2, infiltrate
Scout 3x10 w/ sniper rifles, heavy bolter, camo cloaks
Telion
That's about 2000 points.

The above list sounds great. Try and fit a Master of the Forge into it, gives your Scouts a 2+ cover save and the conversion beamer adds some much needed anti tank.

If I'm reading his list right, 15 BS4 Combi-meltas isn't really bad anti tank. If you find mech lists are common in your area then you may need more, but otherwise it seems decent.

Storm Troopers are unfluffy for a Space Marine army. Kantor would never accept the offer of the Ordo Maleus to command Storm Troopers.

Except they're not being used as Storm Troopers. They're human recruits, trained by the marines, given good equipment, and they're trying to prove themselves worthy on the field of battle to become a Space Marine.

No, Scouts have already proven themselves and been implanted with the Gene Seed. They're Space Marines, not humans anymore.

I don't see how it's any worse than chapters who host gladiatorial combat in arenas (blood angels?), or the Dark Angels who pick stone age "Native American" types, or Space Wolves who grab dieing vikings.

It's a custom chapter so Aduro can do what he feels is right for the fluff. There are all sorts of Chapters that do odd things.
I really like the idea of having Telion along as an old grizzled Vet.

I like the idea of training up stormtroopers, and that looks a killer list. But can Inq. Stormtroopers infiltrate? I thought only IG ones could. Or am I pulling rules out of my  as usual
