i belive you can deploy scouts as normal and the sout ability is totaly optional. if you do not agree, would you care to quote RAW for me?

The scout rule is the scout rule. Doesn't matter if you're core, special or rare.

I still don't understand. special units do not garner any special set up. it's not like you have to set up units in order from core to rare. but here is how I would do it as it will help you get the +1 to go first. even if you plan not to deploy them as scouts, set them up after both armies are deployed, just as you would if they were scouting, but deploy them in your deployment zone as regular. that way you cut down on the units yiouo have to deploy, and you get to see where all of your opponants units are set up before placing your scouts.
