It you buy a HQ unit and give it a bike or a jump pack can you still buy it a transport? I know it wouldn't be able to use said transport but I was thinking something along the lines of a biking/jumping HQ attached to a bike or assault squad and his land raider transport ferrying around a 10 man unit of CC vets instead.

Well, 5th Ed C:SM HQ's can't get Dedicated Land Raiders anymore.
And technically there's no rule (at least not that I can find at least) that prohibits Jump Infantry or Bikes from riding in a transport. The Terminator Armor entry specifically prohibits Rhinos and Backs... The description for Transports say it may transport infantry units, the first couple paragraphs for alternate unit types say they follow the same rules for infantry, unless otherwise changed in their unit type entry.
I wouldn't do it, though I can see applying the same rules for Terminators to them... i.e. no Rhinos, or 'Backs, take up two spots, etc.
Finally, if you're talking about an IC HQ, i.e. Chappies, Libbies, or Commander Archtypes, they've never been able to buy a dedicated transport, it was their "retinue" that's no longer a retinue.

Yes, in the section on transports, it says transports may pick up infantry. In the section on special unit types, it says it folles all the rules for infantry, except where modified in the section following... so since the description for those doesn't prohibit riding in a transport, and infantry can ride in a transport, those units can too. Or at least it could be inferred that way. Not something I'd do, but I wouldn't mind a house rule putting bikes, and jump infantry on the same ruleset as Terminators. I can see Bikes tearing out of the LR's assault ramp in the 40K version of the Star Wars novels Covert Shroud Gambit. And I can certainly see Jump Infantry fitting in a Land Raider if Terminators in exo armor can.

Thats just it... it says Infantry, Bikers are bikes, and Assault marines are Jump Infantry.
It only allows infantry to be in transports.

Yep, there it is. I'd still like to see being able to run a storm of bikes tearing out of a LR, or Assault Marines in one. But at the same time, I don't know how to make that equitable to the other races. While I can see Swooping Hawks coming out of a Transport, I don't see any of theirs as large enough to handle Jet Bikes.
Page 66 of the main rule book by the way.

The main rulebook specifically mentions that Jump Infantry cannot ride in a transport....................... See the bit in parentheses following it saying Infantry can can ride.
