During a game, I can move a jetbike or a skimmer to the top of a building if the model can physically fit there. I have to roll a test for Dangerous terrain for the pleasure of doing so. Do I have to make a roll for Dangerous terrain if I initially place the model on top of the building during deployment?

Not during deployment, as deployment is not movement. They will take one if entering in any way from reserves into that space or when moving out.

You won't necessarily need to take one during Deployment, per se, but you will have to take one on your first movement phase for beginning in DTerrain. which is essentially the same thing.

Note that the test is not mandatory until the unit actually moves. In theory the JB can sit inside DT it was deployed in and never take a DT test the entire game, providing it never moves.

I don't know that they'd have to take a test for leaving it. Rules say they take a test for entering or leaving difficult or dangerous terrain, but when they mention impassable terrain, they only say if you end your move on it.
