If you took this to a tournament with soft scores, you'd be in the bottom third or worse.
Then you'd be kicked out for cheating, as I'm assuming you think you're going to land your drop pods off the scout sgt Teleport Homers. Which doesn't work.
Your Devastator Squad is half and half, so half the squad will be wasted all the time. Anti-infantry, anti-tank. 4 Missile Launchers capable of both, but good at neither. Pick One.

This sublist is a good starting point. However, I'd give the Sternguard combi-meltas (5 per squad) and one power fist per squad.
I'd drop one Scout squad and add 2 Tacticals in Drop Pods.
I don't like your remaining pick.

It is geared more towards Orks and Niids, but I think it would hold up well against my buddies Eldar also.

How you planning to play this? Walk the sternguard on and then shoot em up from range?
1. The Landraider is nice but I think doesn't fit well with drop podding sterngard. Between Pedro and your 3 sternguard, we are talking half your points.
2. Drop pod sterngard means they are standing out in the open. True awesome firepower but still just power armor marines. These will be whittled down to small nubs of squads in about 3 fire phases.
3. 1 Gunner to die equals a very brittle choice in the Thunderfire Cannon.
You could lose the drop pods and play this as a firepower army... stationary, your 3 sternguard can be firing out to 30" with the one round. But the drop pods make it look like you want to assault.
Why not two tacs with drop pods? 225 each say flamer/MM with DW droppod. I would be looking to try to get all the sterngard down fast or have an alternate to them... so at least two tacs or assaults or a dreadnought (need MotF to do it) or two. Lose the devs, the thunderfire and the landraider... maybe even the bikes... Go like 2 tacticals in drop pods and then either a 3rd tac or an assault or maybe even vangard in another drop pod. You want that first drop to be 3 pods and depending on how your opponent plays it, you don't want to be forced to drop the 3 sterngard. (e.g. He deploys all off board. So your sternguard drops... kills nothing and then he gets first shot at you.)
Depend on templates for hoards and meltas for anti-tank. Play it aggressive and run your opponent down.
