Hardware stores don't generally carry the very fine scale drill bits, you may be better off trying a local hobby store. I suggest you also get some replacement bits to avoid being inconvenienced when if one breaks.
If purchasing online isn't a problem then I'd suggest Hobby Tools Australia.

I haven't used GW's vise but it looks OK.
The important thing with a pin vise is to have a spinny pad thing on the back end.
I had one once which had a chuck at both ends. When I applied any pressure with the ball of my thumb, the back end would chew up the skin.

Box hill area? Not sure about local. I've rarely got out of Zone 1.
Try a good "proper" model shop (I can think of a few in Melbourne cbd that are very good). If they specialise in model railway even better.

GW's pin vice is pretty good, but i buy the spare bits from B&Q, £3 for 2 of each size (1mm, 2mm, 3mm, 4mm, 5mm)

I own a few of them and use GW's more than any of the rest. The dual foam pads are comfortable. You'll occasionally need pliers or channel locks to really tighten the bit down.

Im ordering mine from GWS.
But on a different note, since somone mentions "Gale Force Nine", get their GS. The tubes are large, and of good quality and dirt cheap
compared to GWS.

Try Dick Smith/Tandy if there is one near you. I picked up one there as well as a pack of 10 (2 of 5 different sizes) drill bits suitable for modeling. the pin vice was 10 dollars
