I searched around but didn't find anything like this yet. For competitive/tournament play:
Shrike
3X10 assault marines with PF/meltabomb sergeant and 2 flamers
2X10 tac marines in a rhino/razor, meltagun & missile launcher
2X whirlwind
2X dreadnought w/ multimelta, heavy flamer, DCCW
Comes in right around 1750
at 1850, add another dread
at 2000 add a third tac squad
It isn't really based on Shrike's infiltrate ability, but rather that he makes all the infantry and the dreads fleet. So it's an army that can camp & play hammer/anvil in objective missions, or go straight all-out assault in KP scenarios. It feels a little light on antitank (if only assault marines could still all take meltabombs) but adequate.
Anybody see any gaping holes?

Looks like fun.
I'd probably take the iron clad over the shooty dread but I can see your reasoning for going with the MM instead.

I think you might need at least one more troop. Other wise a very solid list.

Ahh yeah good point, forgot dreads are not fleet, as they do not have combat tactics.

Whoops, okay so I guess dreads don't fleet. That's the flaw I was looking for (thanks Chimera Cal).
So I might swap out dreads for a different elite or more troops, since I also feel the shortage of troops. Thanks.
