Well, the Storm can transport a Scout squad.

Question: Can the Storm be used as a transport, or does it occupy a fast attack slot?

It takes up its own slot.

Yup. The Scouts take up a Troops choice, and have no option to buy a Landspeeder Storm as a transport. Thus, you have to buy a Landspeeder Storm to transport them from the Fast Attack section.
