The army lacks synergy. Transported squads, drop podded Dreads, and fast units eventually do not work together properly. I'd stick to one theme.
Why Vanguard? Sternguard with combi-meltas are the way to go.

The Vanguard unit I listed is one that I employed with an Ultramarine army. I used the exact same weapon set up for no other reason than that is what the Mark I Vet Squad Boxset comes with. That unit in place of the comand squad with the Capt in a Razor Back made thier points in then some in four way I played. I popped a rhino with a 10 man tach using the TL Las killing 2 (fourtunate I know). I then charged the tach squad on the following turn killing all of them (again fortunate rolls mixed with no saves vs PW and softening up with BP and Captain's PP). The PF from the Sgt needs no explenation, and the lightning claws also speak for themselves (this only took 2 turns, and they went on to take out a predator (Sgt's PF), and 2 crissis battle suits while taking only two casualties (Imagine throwing He'stan's TL HF in pre charge). Land speeders are a much underestemated weapon. They can be used to support every unit in the army, and the MMs with the TL benefit from He'stan provide good tank popping when you consider how quickly they can close range and gain the 2d6 pen bonus. Tach Squads in rhinos move much faster than foot slogers, and the DP Dreads are multifunctional. The suck up enemy fire, scare the living poo out of you when thier MMs land 12 inches behind your armor. The point of this army is to move fast and capture objectives as quickly as possible. They are not great for every scenario, but I think they will do well in take and hold, which is what most of the local turnies are here. I play in a small store where we usualy field 4 armies on 8' x 6' table with mulitple objectives. The point being to capture, and hold for one turn in order to claim instore prizes. The player who holds the center objective on turn 6 wins the grand prize. I like the Sterngaurd for stand and shoot missions, but I have to keep this crew rolling. They would be great in holding the center once they got there I guess.

All that being said, and the purpose being more well defined, what would you do with an extra 500 points? When we can't get at least 4 people, we up the rosters to 2k.
