There's Google buzz for a Phantom Heroclix, but I wasn't able to actually find it. Someone else may have better luck, though. There's a couple of hero and pulp miniatures manufacturers out there too...

Reaper's new Chronoscope series may have some conversion possibilities as well. I thought there was a kind of "blank" hero model - a muscley guy in spandex - but I had no luck when I made a quick search.

For most heroes in skintight suits pick up Reaper's Heroic Blanks, it's just a muscular body with no other details. Swap the head (or sculpt a face if you're up for it) and give it pistol-holding hands.
