Just looked at the codex....Havocs cant be equipped with them? Doesnt seem right to me, if havocs cant use heavy plasmas then who can?

An ill-educated assessment. 5th ed makes blast templates far more effective than previous.

Thanks for the replys guys. Having some nice rules about old, unstable plasma cannons would have been a nice addition. I thought in the fluff, they were common and used in the horus heresy, just highly unstable.

according to fluff all per-heresy plasma cannon were far to large and clumbersome to be even space marine-portable. since the heresy the technology has improved a bit to make them lighter so SM chapters can use them on foot. CSM still have to stick them on dreads to be able to use them though.

The 2nd edition fluff was that the CSM plasma cannons were the heavy rapid fire varity. They shot a smaller blast template, but rolled a sustained fire dice for the number of shots. A jam ment the thing blew up, yet you had a chance to get off three shots.
The fluff behind the imperial ones was that they were more stable, yet didn't rapid fire.
