What's everyone's opinion on starting an entirely new 40K race? Is is plausible for the Imperium to encounter separatist human empires with pre-heresy technology that still works, like jetbikes?

Do you mean as a homebrew thing or asking GW to make a new one? Homebrew, go for it. Official, I think I remember GW saying the Tau were meant to be the newly discovered, near future, high tech race, they just happen to be aliens instead of humans

Id say yes, but in time, it was only recently that the tau and necrons were brought into the 40k world, but id like to c it happen some time

This is something that I've also been looking at, I have a post running somewhere with the background fluff....
...the only advice I would give you, whatever you do, do it to please yourself, if you try to please everyone else you'll get nowhere.

The problem is coming up with a new race that doesn't already encroach on one of the established race's turf.
It's tricky to do since there are so many archetypes represented.

Anuvver fing - when they do sumfing, they try to make it look like somfink else to confuse everybody. When one of them wants to lord it over the uvvers, 'e says "I'm very speshul so'z you gotta worship me", or "I know summink wot you lot don't know, so yer better lissen good". Da funny fing is, arf of 'em believe it and da over arf don't, so 'e 'as to hit 'em all anyway or run fer it.
