You don't need to use Greenstuff...just some of clay you throw in the oven to harden. Will save you some big bucks right there.

It's great stuff. I haven't used the firm stuff, but the regular is awesome. Cheap, too, if you're used to buying GS.

They are the perfect shape and size, and once they are painted no one will even know, plus they are cheap and come in great quantity! Just glue them together with carpenters yellow glue or epoxy resin and you are golden!

I know a guy who also used the chiclets, and it looks GREAT! it already looks like a sand bag and really cheap.

You can make sandbags from plasticine hardened with banana oil.

Or use Playdoh.

If you want to get a fabric kind of texture, press some coarse fabric into the surface of the blob to make an impression before it dries.

Buy one tub of Super Sculpey
Buy (Or steal) a pantyhose (Steal it from a drawer...not a leg)
Make all your sandbag shapes with your hands (Use water to avoid fingerprints)
Pull a section of the pantyhose tight and lightly press on top of the sculpey (Simulates the cloth pattern)
Stack them in whatever shape you want
Bake

YO DAKKA DAKKA!

Never even tried on Warhammer scale, but here are some GS sandbags I made for FOW.

Flat sheet, cut into rectangles, incisions on sides (to look as though stitched together), press the corners out a little, general smoothing...
Would probably be much easier at 28mm scale. Texture as Killkrazy/AgeOfEgos suggested - not much point on mine, but it's an effective way to texturise GS in general. If you haven't worked with it much, you'll pick up lots of tricks like that in no time at all.

Note that you should put your static grass in a little container (smooth rounded teacup is perfect, if you don't mind the scratches) and chop it up with scissors/between fingertips to use it on this scale. It's a technique very similar to... something else ;D I call it 'chopping'.

BTW, base with sand AFTER doing the sandbags, for groovy half-buried-ness
