I'm looking to build Eldar jetbike army. Looking to use Farseer and Warlocks to take on opponents army. Bikes will sneak around shooting up opponent where it favors me and to abuse pop out, shoot, pop back. 2nd Farseer is in for psychic assistance to guardians and to Mind War junk. Fire Prisms for general disruption. Please tear this down

Looks interesting.
I'd take embolden twice, an absolute must-have. It allows to reroll psychic tests.
Moreover, I'd drop runes of witnesses. If you do the math you'll see its obsolete.
With the points saved, give the Prisms stones making them more mobile, say for last turn contesting.

Comments:
1) Your farseers are very bloated. Pick which powers you know you want (1-2) and go with it. No need to buy every power in there. For my jetbike eldar seer council army, I run my farseers with doom/fortune, or often just with fortune (keep in mind adding doom costs ~50 points once you pay for spirit stones).
2) 7 Destructors in one squad? Do you ever find yourself in a situation that you need 7 heavy flamers instead of say, 2-3?
3) 2 emboldens definitely, you have to take wounds on differently equipped models this edition, so its not too hard to lose the embolden warlock early on, which is what keeps you from running off the board or perils of the warping.
4) Singing spears are worthless. You have a council with 7 heavy flamers, and everyones got twin linked shuriken cat's on their bikes. You'll rarely (if ever) want to use the spear, and by paying 3 points per you neuter your CC ability by sacrificing a close combat attack. Don't ever buy spears for a council. The only reason to include spears is if its in a squad that you won't be putting into combat (ie, a guardian jetbike squad).
5) Guardian jetbike squads. No need to take more models than it takes to get the desired number of cannons, stick to 3/6/9, my personal favorites are 6/9 depending on how many points.
6) Guardian jetbike squads need a warlock with embolden. They're your scoring units, in fifth edition, you have to keep them around, essentially all you'd paid all those points for is 6-7 very quick, sucky in cc, space marines, with LD 8. They aren't hard to break/kill/shoot, and when they do, you can no longer take objectives, losing you 2/3rds of the missions nowadays.
There ya go, should give you a good handle on re-writing the list/tweaking it. Next time you may want to consider cleaning it up from whatever army building software you used so we can read it a bit easier, as this current incarnation is pretty messy.

I will clean up. Army Builder 3 seems to add abbreviations.
I understand the singing spear mistake. I thought witchblades were not str 9 vs. vehicles. Plus they add attack and that's what I'm looking for. Council is to survive and take down opponent.
7 distructors isn't too many, I think. You have to kill and the weight of saving throws this will inflict should do job. In assault phase this should be finished. Another thing to consider is Witchblades are not power weapons.
My friend mentioned that all bikes squads should have warlock with singing spear to punch out tank. Any thoughts?

Well, indeed, all Guardian Jetbike squads should have Warlocks with embolden for longer staying power.

I have 23 points to work with.
I'm not sold on adding warlocks to bike squads for Embolden.
Any sense to having 6 3-man bike squads? Main job of these squads would be to pop out of cover and shoot with Shuriken Cannons.

If you spam it why not. But one loss to 3-man squad and it might be gone. Moving out behind cover, shooting, and moving back behind cover does not work with TLOS. This concept is too fragile.

Yep, as has been said above the "pop attack" mentality doesn't work with fifth edition due to the changes of TLOS to the game. You'll rarely if ever be unable to remain unseen on a board, and more likely you'll just be receiving a 4+ cover save for your efforts.
Thats why 3 man squads are just too fragile IMO.
And no, a singing spear in every squad is necessary for warlocks in guardian jetbike squads, not councils. Councils put out 3x str 9 hits on the tanks rear armor, the spear hits on a 3+ and then has to pen front armor (usually much harder than rear). The reason you want them in the guardian squads is that the last thing you want to do with your guardians is charge them in/get them closer to the enemy. In the case of the council, thats exactly what you want to do.
Runes of warding, just so you know these are the runes that forces enemy psykers to take tests on 3d6 and add them together, forcing more perils of the warp. One of these is all you need for an army, there's no added benefit to the second one. I think you may be thinking of runes of witnessing, which benefit the farseer (arguably) with his power-usage.
If this were my list, I'd get the last jetbike guardian squad to 6 men, needing 76 points (for 3 guys and another cannon).
You have 23 to play with already, so you need to find 53 more.
This list I'd choose of things to drop to get the points:
1 Destructor (I'd drop more, but you seem to like em, so whatever works for your tactics)
1 Mind War
1 Runes of Warding
3 x Tank Spirit Stones (useful, but not totally necessary, the tank is a bargain at 115)
Just minor tweaks at this point, I enjoy the list pretty much as is too, nice work!
