I used to use thin metal foil from tomato puree tubes.

That's a bit tedious to cut and it's harder to prime and paint. It takes waves and folds fairly well.

What do you think? Should I try 0.25mm plastic card, softened in boiling water and folded, or thick paper, softened in water, folded and stiffened with super glue?

I want to make a large number of nearly identical flags so I need a consistent production line kind of method.

I would suggest the paper, but instead of superglue, try soaking it in a solution of water and PVA glue. Should set nice and stiff when it dries.

Bit late, but yeah, I would agree with the Water PVA method. I've used it a few times for LOTR models, and it's very effective.

I've actually taken the Plastic off of a blister and then use a lighter (carefully and not right next to the plastic) to slowly warp the plastic into shape....it isn't going to be perfect for somethings, but if you want it to look like its randomly flapping in the breeze, it worked really well.

Does blister plastic paint well?

It does it if you sand it lightly and prime it first.
I mean with a real primer, not a GW spraypaint.

It's how I made my vortex templates for apoc go further (template + packaging=three templates.)

I've used very thin fake leather from fancy ring-binders for good banners before, but mostly I buy whole box sets for the bitz and have plenty of spare banners.

Sculpy, rolled very thin. Wrinkle and shape to your liking and bake. Viola.

For my banners and flags I just use Greenstuff.

Make a thin sheet of GS, then cut it and let it dry positioned in way that makes flag look like its fustigated by the wind.
If you want I can post examples.

I have to second Navarro's suggestion, GS makes great banners. It helps if you make the sheet of GS on a greased surface (Ive seen people use water, but I have used olive oil before) then you can pick it up and shape it. You can even let it set, for about half an hour, on a flat surface and let it start to set, then shape it as you want; since it is starting to set gravity will deform it less/ you will have to prod it less to keep it in the shape you want it.

For very durable banners, I used soft drink cans.

You can cut them up with a hobby knife and they hold their shape very well.

You can't get subtle folding and things with them, but you can get some decent banners. You can also do very large ones that won't break.

ive read some people use toilet paper / napkin / bounty
soaked in white glue.

this been its easier to give it natural looking folds
compared to plain writting paper.
