I said 14, but i think a mixture would look best as you have put... and so in that case i also like 16... 5... 11

and 18 appears not to be wearing one, and 19 looks like he fell right out of a slipknot tribute band

Hard to tell what's goiong on in number 5, but that doesn't stop it from looking cool.

The guy under 18 is hardcore. Who need facial proctection?

Two IS interesting.

However, since it's a Savlar army, I think you should use as many different kinds as you want.

West wind miniatures in the UK sells a line of miniatures called secrets of the third riech. They sell their SHS seperate head system. They have heads with masks very similiar to 14 and 8 plus other styles.

I would also recommend this course of action, the heads are relatively cheap and they look IMO superb on cadian bodies (there are two example pics at the bottom of my signature link). But if you have the determination to model masks for an entire guard army then more power to you!

Gas Masks are inherently insanely ****ing frightening. They strike fear into the hearts of the other team (apart from is they're Chaos, or Tyranids, or Space Marines, or Nazi Zombies, or Tau, or Orkses, or Eldar/Bad Eldar.)

I really enjoy the modeling side of the hobby, so just going out and buying pig iron heads seems like a cop out to me. I would rather buy RTV Silicone and Resin and mass produce my own heads.

I admire your creativity and I wish you luck. I have seen friends of mine try to cast mass amounts of small parts. It is a messy and time consuming process. Be sure to to post picks of all of your finished IG.
