You have no tanks to run your assault squads behind. If you are going to take honor guard they should have 2x flamer and the chapter banner for +1 attack.

I would also drop both Dev squads. The Baal predator is the best HS support choice for BA. I would take two with HB sponsons.
You will need some long range AT... so I suggest you drop two assault squads for ten man tactical squads with las/plas, power fist and a rhino. You will need one more trooop choice to be competitive... I would take one ten man assault squad with 3x plasma pistol and power fist in a rhino. That would bring your count up to five tanks. Finally I would also field the DC in a rhino as well. OCE can be very powerful... You would have six tanks with it.

Vehicles as screens seems like a good for a screen, but the Honor Guard have a Chapter Banner, but about the flamers I wanted to maximize their base attacks, because they get get to re-roll hits in CC.

Hmmm I like the thoughts, but I have the Dev Squads in there with Drop pods as AT, Deep Strike in Melta Armour 14 at 12" if need be. Then anything that gets my Dev Squad in CC is counter-charged by my Deep Striking DC. Maybe Ill Drop one Dev Squad for some more Tanks to give my Assault Squads cover, but for the most part they only need cover for one or two turns before they are in CC.

Also by the time I Deep Strike I should be in CC range for my assault squads so DC won't be as exposed to being singled out in shooting me thinks.
Maybe dropping a Devastator Squad and adding another Assault squad or some tanks to screen my troops

Remember your Devs cannot fire the turn they land. Enemy armor can move away and out of 1/2 range. I think the Devs will be easy to assault for a fast opponent. You are counting on your DC being there when you need them but if they arrive after your Devs it could be uncoordinated. I know you have a lot of cc units but I reckon they are going to get shot a lot before you can charge. That's why many BA players use a mech list.
I wouldn't run HG as they are expensive for what you get and VAS are the better unit in my opinion. Give it a go and see how your list performs.
