What should either of us do to improve? My brother is getting a banebalde, bout 40 some (20 elite), sentinals, Yarrick e.t.c
Im hoping to get a strike force and some scouts, librarian, drop pod?? Your thoughts??

Well, could you be a bit more specific about squad size and weapon upgrades?

One tactical squad has 9 marines and 1 Veteran sergeant, the oter squad has 9 marines. What do you think I should add to my army to improve it.

another tactical squad wouldnt hurt and an assualt squad is always nice and of course a landraider. i dont play ig so i could help you out there.

Your brother should bring his heavy weapon squads to his command platoon. This frees up a heavy support choice for another Leman Russ, so that one will live long enough to be a threat.
He should also probably get rid of the comissar.
After that, more men with more guns. He could also try:

Take drop troops and veterans, buy some veteran squads with maxed out special weapons
Take some rough riders and use them to assault
Special weapons squads with 2 flamers + 1 demolition charge
Other tanks
etc.

Most of the ways to max out the efficiency of IG are in small changes - weapon choice, doctrines, equipment. You can save significant quantities of points on these.
So yeah, we need the full army list.

This is not an army list as such, but everything we have. We were wondering what MODELS to get to improve its effectiveness, regardless of wargear or equipment.
