I got hold of loads of Speeders and two LR recently and I though I'd try and make an army out of them (after stripping the awful purple paint they're covered in). The army should be at least partially competitive against a filed of Biker Nobs/Crushers/HordeOrks/LashMarines. I came up with something like that:
Vulkan 190
Librarian [Null Zone, the Avenger] 100
2 x Scout Squad 150
3 x Land Rider Redeemer [multimelta] 750
3 x 3 Land Speeders [multimelta, flamer] 630
That leaves me with 30 points I don't know what to do with. I could snipe a Speeder and make it 100 but still don't know what to put in there instead.
I have no idea if this will work as I'm pretty new to the competitive aspect of the game.

I honestly don't understand the point of the list.
Flamer and melta weapons can only be twin-linked if the unit has combat tactics.
But Speeders and Redeemers have non.

Vulcans rule says:
(...) all units in your army lose the Combat Tactics special rule. Instead, (...) all flamers, heavy flamers, meltaguns and multimeltas count as twin-linked.
It doesn't say units exchange Combat Tactics for twin-linking (like with Shrike fleet).
What do I miss?

I don't plan on facing a Lith. Anyway, the scouts sit in LRs and never show up unless it's time to grab an objective.

They already discussed it at B & C.
It appears that 'all' is related to units with combat tactics. Thus the list won't work in the way you thought.

Witnesses? Arguments? The list is based on twin-linking.

I personally think this would be a fun army to field against someone but all in all I think it's balls. Everything in it is very delicate except for the LRs so it doesn't seem to me that you would have much luck holding objectives. Opposing players would just bomb you out.
A fun play that just doesn't seem "competitive" to me. Again, just opinion since I've never played tournaments

I tend to agree with wuestenfux on the vehicular twin linking, but I'm note 100% and not interested enough to research it.
Just to point out however, since you're including 3 redeemers, you DEFINATLY wouldnt get to twin link the Flamestorm cannons. Dont know if you were planning on it or not but they are not flamers OR heavy flamers, they are "Flamestorm Cannons" therefore NOT subject to Vulkan's twin linking regardless of what way you go concerning vehicular twin linking.

I know Redeemer cannons dont get twin linking from Vulkan.
Captain Vargas - the plan (maybe naive) was to get the cheapest possible troop type in the hardest vehicle to get a scoring unit that can't be removed easily. For that purpose I might need to get the third scout unit into the third Redeemer.

I doubt you would get good sports scores for this maybe drop a redeemer and add 5 assult termies W/ thunder hammers and SS and then add 2 vindis or 2 preds for nob bikers.
