Blood Angels Armoury:
A Blood Angels army has access to all of the weapons and wargear from the Space Mariens army, except where noted differently in the blood Angels Armoury section. In addition, there are a number of special items of wargear which are only available to a Blood Angels army and cannot be taken by an army representing a different Chapter.

I'm finding it very difficult to determine which of these two meanings this rule is aiming at...

1.) Blood Angels (described as Blood Angels, any seed Chapter using their rules, and any custom Chapter using BA codex) can use codex space marines stuff unless otherwise noted along with Blood Angels armoury special items, however, codex space marines can not take things from the Blood Angels armoury.

This is the idea one, as I'm running a DIY Chapter using Blood Angels rules... however, I could see this also being interpreted as...

2.) Blood Angels (described as Blood Angels in Chapter name and colors...) can take things from Blood Angels Armoury. This is unique to Blood Angels armies only, and other armies using the BA Codex still do not have access to the specific BA only armoury items.

That would suck. Hard.

You're looking at the old Blood Angels codex which is no longer relevant.
