No, Lysander's rule replaces combat tactics with Stubborn, so no more units have Combat Tactics to use with Calgar's God of War.

Yes. Lysander replaces combat tactics with stubborn, but God of War doesn't need Combat tactics.

In fact GoW is like uber Combat Tactics - because instead if just auto fail you can auto pass/fail.

EDIT - OOPS GoW does need Combat Tactics - White dragon is right.

You need tactics to use GOW, with Lysander you lose tactics.

The rules for Marneus explicitly state he can choose to pass or fail any morale check he is forced to take. Therefore it still applies to any unit he joins. It does not apply to the rest of the army but in actuality it helps the list I am playing to use the Stubborn rule in place of combat tactics so I can eat my cake as well.

Page 91 from the codex:

If you include Lysander then all units in your army exchange the combat tactics special rule for the stubborn universal special rule. If more than one chacter in your army has the Chapter tactics special rule, you must choose which version will apply.

God of war isnt a chapter tactics special rule tho, is it?
Nor does it require you to have combat tactics if I remember correctly.

"all units with combat tactics may also choose to pass or fail" is what it says. His is not a "chapter tactics" rule, but it still requires combat tactics to work. With Lysander you lose combat tactics in favour of stubborn, meaning that you can't use god of war. There is no ability to choose which takes place, as with other chapter tactics rules, since calgar's isn't a replace ability.

Marneus and his squad can, but the rest of his army can't. However, if he isn't giving it to his whole army is he really worth 250 points? You can get an entire CC terminator squad for that much. True they don't get the reroll, but they get twice as many attacks as he does. You're also largely wasting lysander's bolter drill ability, since marneus gets to reroll his shooting attacks anyways.

Is this unit amazetastic on paper? Yes. Could it shred nearly any squad it came up against? An'ggrath would probably chew this squad up, though that is forgeworld. Bloodletters would do some serious damage, as would a large unit of berzerkers. Mass fire would take them down, and since they can only kill one squad per turn this is what would happen.

You say that you can use calgar's power to guarantee a charge every round, but you're never going to NEED that. This squad is such overkill it will just shred every unit that the opponent feeds you, and then take heavy casualties from fire the next round. It's serious overkill, and way too many of your points are tied up in it.

For the 1000 points I could have belial, 3 units of deathwind terminators (all scoring), and a dreadnought. Or I could have two units of CC terminators in LRC/LRR's, with points to spare for a terminator librarian or chaplain. I could have pedro kantor with two kitted out squads of sternguard in drop pods, with a drop podding ironclad.

Just dropping ONE of those special characters wouldn't decrease the effectiveness of your unit so much, and neither would dropping chronus for extra armour. You're putting to much into pimping out a single squad, points that could be FAR better spent elsewhere.
