Rough Rider with Boomstick

Had a game today and got in a small rule debate with a Space Wolf player. It was a Dawn of War setup and he deployed his HQ in his dedicated LandRaider transport as his 1 HQ choice. He also slapped down 2 troops in dedicated rhinos. I told him that dedicated transports count as 1 unit, so therefore he could only put down the LandRaider *or* the HQ, and he could only deploy 1 troop in a transport (or 2 troops no transports, or two transports). I showed him the little picture caption near the Dawn of War rules that states that 1 Troop & its dedicated transport = 2 choices. However, he said that only applies to troop choices. My only reply was a "are you serious" facial expression and I just shrugged my shoulders and said "whatever" and we continued with the game.
My question is, was I wrong? Or am I just too kind with letting people twist rules?

I really shouldn't post before I go to bed. At least it's not as big a goof as his opponent trying the lame excuse that it only applies to Troops. Sheesh!

Hehe.
It was a 2v2 and we still won (albeit a very close game), but the LandRaider + HQ really messed us up. If he didn't have that it would not have been nearly as close (which would of been a bad thing), so all is well.
But, I wont let that kind of lameness fly again.
Just frustrating to have to argue over something so obvious.
