I used the search function and I couldn't find anything on it in YMDC.

In reference to Skarbrand's ability Rage Embodied it is worded as "Skarbrand and every unit within 24" of the Exiled One (friend and foe alike!) must re-roll failed rolls to hit in close combat."
Because it doesn't say that it is preferred enemy specifically, I take it to mean that this included failed close combat attacks versus vehicles as well, correct?

All rolls to hit, you and your enemy, versus everything.

Depending on who you are fighting, it can actually be very detrimental as even weak units can kill a lot of your blood letters.

Indeed. If it's a roll to hit made in the Close Combat phase, you HAVE to reroll failures.
