When making an army list for a tourney do you have to pick his 2 powers or is it like fantasy in the fact that you can pick before a battle?

you have to pick when making the list, its just like anyother wargear or equippment.

If you make the army list, right before the battle, like five minutes before, you could choose after seeing your oppononents army.

Which is actually a sizeable advantage at smaller, locally-held tournies. The night before create a multitude of very different lists for different matchups. Show up the next morning with your laptop/printer, scope out the metagame (pretty obvious to figure out whether you're facing 3 monolith necrons, lash spam, horde Orks, MEQ, etc.) and then plug in, alter as necessary, and print off your sheets.

Scuzzy tactic for a Win At All Costs guy, but I wouldn't be surprised to see it happen. Keep your eye out for Win At All Costs guy with printer/laptop and keep your army under wraps until the lists have been turned in.

I hardly think changing powers at the last minute will get you an autowin. It might help but the major factor will be your army list and the matchups you get.
