Maybe the answer is obvious, but I just can't seem to wrap my head around it.

Turn 1. Enemy goes first, Space Marines goes second.

Space Marine Squad A fail a break test (in the Space Marine players own player turn) and falls back 5" from close combat. As Enemy Squad 1 is still within 6" (assuming Consolidate doesn't change that) the Marines cannot auto regroup.

Turn 2. Enemy goes first, Space Marines goes second (obviously)

Enemy Squad 1 move away from Space Marine Squad A and does something else.



When do the Space Marines regroup and Do ATSKNF have any impact on their ability to move in the case of them (auto)regrouping at the same time as everybody else?

The Marines don't get to regroup until the start of their next turn.

All that ATSKNF does is allow them to automatically pass the test to regroup. It doesn't change when they would take that test.

How about their Movement Phase? A unit wouldn't normally be allowed to move after having regrouped. How about the Marines in the example?

Marines are allowed to move normally after regrouping and do not count as moving from the regroup.

Who are all these people, and why aren't they dead?

After a regroup.. I believe marines can move to a maximum of 3" or something.

As Shane said. Any unit that regroups gets a 3" consolidate. Then the Marines, thanks to ATSKNF, get to move, etc as normal on top of that. IMO, it was MEANT for the ATSKNF 'act as normal' bit to replace the 3" consolidate, but it doesn't say that, sooooo they get both.
