I think they are going more along the lines that the squad in front (friend or foe) is messing with the firing squads aim, more then they are actually taking the hits meant for the target squad....

I agree its mostly messing with aim. However i could have agreed with them takeing hits on 's or something. this would have made it to complex imo which counterdicted what 5th was trying to do - spead up gameplay.
however in the old ork dex you could use grotz in this way but for every succesful save you removed a grot (not bad). However now my grots get to do the exact same thing - sweet.

The granted cover save simply serves as a penalty for shooting through a squad. In 4th ed you had to take a Ld test to shoot anything but the nearest target, this was a horrible rule as you almost always made it. Now there is actually a penalty (and it also lets you protect your own by screening).
Adding a mechanism that causes wounds on the unit(s) that is being fired though would simply add unneeded dice rolling and only serve to increase the length of a game.

I think that it should be randomised. 1-3, hits screen, 4-6 Hits target.

it would slow down game play so much and what about the larger armies such as orks or guard, they will take massive casulties if they did that, the rule would be harsher on some armies that others
