HW+Shield or Great weapons.
I am planning on using them in conjunction with blocks of inflatable skeletons as one of my primary damage-dealing units (have wraiths on order as well). I figure KB will make the S4 attacks stronger, but should I splurge on the extra pt per guy for the Great weapons?

HW + shield is tried and true without any support. With the great weapons you want a bunch of banners, corpse cart & helm of command to really be a threat.

how big is the block, do any vampires run around in it? If so, how are they kitted? Are you giving the unit full command, if so, any magic banners?

All in all, fact is that Warhammer 40K has never been as balanced as it is now, and codex releases have never been as interesting as they are now (new units and vehicles and tons of new special rules/strategies each release -- not just the same old crap with a few changes in statlines and points costs).

Incorporating Wet-Blending
|
HW+S makes the ultimate anvil. And decently killy with the right spells.
GWs were really made for the Regen banner/Corpse Cart/Helm tricks. But 12 w/GW running 6 wide isn't a bad flanker at all.

I always go GW so that my skellies can take the charge and the GG countercharge. This saves the GG from having to take too many attacks and makes them super-killy. Another way of using this unit is in conjunction with VDM because yo really need to be certain that you get the charge, those 5+ armor saves are not going to stand up to much.
