Ok, so my friend just got a bunch of Harliquins and I want to get this rule figured out before I have to play against them.

Does a Farseer who joins a squad of harlies gain the benifit of veil of tears? I only ask since I dont own the dex and am not sure if it is confired to an IC joining it. I can't see the harlies loosing it, but then if they have it wouldn't the farseer? Im just confused.

I know veil of tears works similar to shrouding on grey knights or steath (some number of d6 to spot/shoot at something...something)

So while I'm asking if a Inquisitor joins grey knights does the shrouding protect him?

Hopefully this wont turn into another IC joining a unit gains looses special rules debate...I just would like a difinative answer.

When joined the farseer is part of the unit so the answer is yes. The farseer (or any other IC that joins) gains the benefit of veil of tears.

No, the Farseer does not benefit. See the numerous threads and posts re ICs not being able to use the special powers of a unit unless the power specifically says that joined ICs gain the ability.

This is true in all cases.

However,

Veil of Tears is not a special ability of the unit (like flip belts and holosuits), it is a psychic power and follows the same rules as warlock psychic powers. If you were to disallow an IC to use veil of tears then you would also have to disallow them from using conceal, embolden and enchance, for which there is no precedent.

A Farseer does benifit from Veil of Tears

Yes, powers do not confer from units to Ic's and vice versa, but Veil of Tears is a psychic power following the same rules as warlock psychic powers. Psychic powers do in fact work both ways. A Farseer would be able to reroll failed LD saves (even for psychic tests) if there is a warlock with embolden in the squad so it would reason to say that this psychic power would work on an IC as well.
