I'm guessing that scale is in inches.
(Mainly because I've never heard of a metric measure being graduated in 16ths, but i've seen plenty of imperial ones like that).
[This is just for clarity, for the general edification of those not familiar with this most obfuscatory measurement system.]

Saw the dude a few weeks ago when I was on UF's site, and I'm still trying to figure out what it can be in my upcoming Warriors of Tizz army. I guess bloated demon prince of ineffectiveness-yet-wicked-model?

That is a beautifully sculpted mini, with awesome detail and looks superb. Only one thing bothers me though: why did they feel the need to cram it on a small base? This means that he looks like he's taking a great dump! I know you could argue that it's a 'bird-like' pose, but since he's basically humanoid, it just looks to me like he's doing a plop!

Well, remember that these things are inherently designed for use in "Warhammer-like" games, so putting them on very large bases is problematic since fantasy greater daemons are on 50mm bases, so that's the biggest they can use.
On a side note, Ultraforge is now selling on several on-line stores (Gorrilla Tactics and the Warstore) at 10% off, making their wonderful sculpts even more difficult to resist!
